Office 2013 Error 25004 - Systemerrror 1073418218

Hello

I get the Error 25004 - Systemerrror 1073418218.

I already reinstalled Office 2013 3 times, used FixIt from Microsoft, I deleted the OFFICE15 or OfficeSoftwareProtectionPlatform folders. and tried what I could find on the internet about this topic.

Nothing helps so far. 

I use Windows 7 32 Bit (German) and had before Office 2010 on my PC. 

I have a full version from Office Professional Plus 2013, so its not because I had a trial before.

Thought I bought on Ebay a volume-licence for 2 PCs. On one of my PCs it works fine. On this Windows 7 PC it doesnt work. 

Can you please tell me what I can do?

Or is the only chance to format my PC????
