Outlook 2013 Conditional Formatting not working

Hi i have an issue with Conditional formatting in Outlook 2013.

I have a user who wants to make all emails where she is the only person in the 'To' line Blue so when i go to: 'View Settings-->Conditional Formatting' and set it up as below it does not work

However as soon as i untick the 'Where i am' option, the formatting is applied, but this is no good as it is formatting all the emails in her inbox where she is on the To line, regardless of if she is the only recipient or not.

Any ideas!?


I have tried it on multiple machines, and multiple instances, it is a brand new installation and mail profile and i have already tried the cleanviews switch.

Ticking the 'Where i am' box and selecting ANY of the options form the drop down does not work, i have also tried leaving the 'Sent to' Field empty whilst ticking this box.
