Lync 2013 client: Notes tab only appears on contact card for some users

We have a test environment deployed with Exchange 2013, Lync 2013, Outlook 2013, and Lync 2013 client.  All clients are external users (they access Exchange and Lync services over the Internet via a Forefront TMG 2010 firewall).  Generally speaking we have things working pretty well, but there is one behavior that is bugging me...

When a Lync contact card is displayed, all users see four tabs (Contact, Organization, What's New, and Membership), but two of the users see a fifth tab (Notes).  Based on observation of the contents of the Notes tab, it seems to me like it maintains a "revision history" of that user's contact card (e.g. it has things like "home phone number added").

All users are members of the same domain and OU, members of the same groups, have the same permissions, etc.  Lync and Exchange web services, certificates, DNS records, etc all seem good because everything else is working properly.  All clients are patched up to and including the July Lync client patch.

I have been trying to correlate this anomaly to software builds, 32-bit vs 64-bit, O365 vs MSDN vs retail code source, etc, but haven't had any "a-ha" moments yet.

1) Has anyone else seen this?  If so, can you explain why it is happening?  Solution?

2) If not, can someone provide details about the services in Windows/Lync/Exchange that are responsible for "convincing" the Lync client to display that extra tab?  That might be valuable debugging info...
