Hybrid Public Folder Setup

Greetings. We are currently in Hybrid setup with Office 365/Exchange 2010. Mail flow is good, no major issues. Since we do not plan on migrating our public folders to the cloud, we setup the hybrid public folder deployment according to the instructions here. Everything works great! However...

A user who has their mailbox in the cloud connects to their mailbox, and then Outlook makes a separate RPC connection to the on-premises mailbox server hosting the public folder. Works great, if you're in the same location as the server. When a user in a remote site connects, the RPC connection has to go over our MPLS and Outlook starts behaving like one would think it would. I can see which public folder proxy mailbox a user is assigned to by running

get-mailbox user@domain.com | FL defaultPublicFolderMailbox.

So my question is...is there a way to exempt users? I would like to just kill the PF availability to remote users since I know there is no way a local mail server will ever be in their location. Thanks in advance!
