Office 2007 Template - Transition to Office 2013

Word 2007 Template > Word 2013 doesn't save (save as) header and other sections - only body of text.

Is there a 'save as' compatibility issue - or option that needs to be set for a - 2007 form/template to be used in Office 2013?
