bay404-m.hotmail.com appears to be intermittent

Can someone look into the health/availability of bay404-m.hotmail.com?

Both my Windows Phone 8 and Outlook 2013 clients are "stuck" to this server and it appears to be misbehaving for at least the last 10 days.

I can receive but not send e-mails at all. Basically, my brand new Windows Phone 8 and Outlook 2013 clients are useless at this time.

I see one other person is having the exact same issue with this server.
