Micorsoft Publisher 2013 Configuration Loop

I have office 2013 installed on a Windows 7 desktop machine.  All applications work fine except Publisher.   Every time I start publisher it starts the configuration loop.  I let it complete and restart the application; however, it keeps coming back.

I tried starting in safe mode but that did not work.  I tried the control panel repair, that also did not work.

Any idea what the issue is?
