Microsoft Office 2013 cannot verify the license for this product

Hello All,

I have an 2012 RDS server that multiple users log into. Only one user is experiencing an issue were he opens Outlook 2013 and he received the error "Microsoft Office cannot verify the license for this product".

I tried running multiple repairs and reactivate the license via cmd as other articles have suggested. It is a new environment and Office 2010 was not previously installed. If anyone has any suggestions on how to proceed, I would greatly appreciate your input.
