Email message - now you see it now you don't

I have the strangest thing with one of my users email mailbox.   He showed me a recent html email with an image at the top and no content under it.  He stated that he knows that the message had more content and that he purposely kept this email.  He showed me another one that looked the same.   So I suspected that he was mistaken.  Then he pulled up the email from his phone and it had an entire table of information in the email.  He logged into OWA and the email appeared as it was supposed to with all the email.  So I thought, maybe something is wrong with his local file, so I deleted his profile and created a new one - the message again showed only the image and no content below the image.  So Now I think - must be a quirk of how Outlook 2013 displays emails, so I emailed the message from his outlook client and sure enough in my Outlook 2013 it only showed the image and no content below.   Then I emailed the message using OWA from his account to mine and opened it in Outlook 2013 and in my account the full message is displayed.

I used view source and when the partial version of the message is in outlook, the html does not show any further content .  

Now to make it even stranger, If I email the copy with all the content back to the original email account and he opens my email on his outlook 2013, now it shows up with all the content.

What in the world is going on.  How can the cached version of the email not have all the content, but the online version does. 

Any advice or explanation?
