COM Add-in problem

I am using Excel 2013.  When I open a new workbook and click on the ADD-INS tab, there are no available add-ins.  I click File, Options, Add-ins Manage COM Add-ins GO and I see that the Data Transfer Excel Add-in is checked.  (this is the add-in to transfer data to and from the IBM iSeries).  I uncheck the add-in and click OK

I then go back to File, Options, Add-ins Manage COM Add-ins GO and check the Data Transfer Excel Add-in and Click OK.

The Add-in now works, until I close Excel.  Each time I launch Excel I must repeat this process to load the Add-in.  Huge pain.
