RTFHTML.DLL is missing in Office 2013

Hi, 

We've been using methods from RTFHTML.DLL library to convert RTF message to HTML message in outlook but looks like this library isn't present in "Office15" installation directory.  Is this library obsolete office 2013 onwards ? If yes what are the other ways to convert from RTF to HTML in native C++.
