Latch a cell value based on time without VBA. Freeze the value at 3:45PM to "Sell" or "Buy". VBA prevents the stock values from updating.

How to I latch a cell value based on the time of day without an active or pending VBA?  How do I stop a cell value from changing after 3:45PM? 

I am Setting up an automated trading program.  The stock values link to the external service and update continuously as long as there is no pending or active VBA macro.  The size of the buy or sell order requires it be broken into multiple trades.  All trades need to be "Buy" or "Sell".  If the signal changes from Buy to Sell mid buying or selling sequence, there are all kinds of problems.. 
The moving stock values generate the "Buy" or "Sell" directive.

The system is currently set up start Buying or Selling at 3:45 and it takes 10 trades spaced 1 minute apart to complete all the trades.  

I have found how to freeze cell values at a specific time with a "Wait / Timed" macro.  But this pending VBA halts the stock update function.  

I have tried to copy values with the stock link with a VBA and then have the VBA also latch the cell, but the copied and pasted cells will not link, and return an error code instead of the updated stock values.  

I have installed both Office 2010 and Office 2016 to have the VBA Timed Macro run in Office 2010 and have a cell value linked back to a VBA'less Office 2016 but this did not work.  Office 2016 will not update unless the file is saved in 2010 and then re-opened in 2016.  Just saving the file in Office 2010 will not result in an update in the 2016 cell to the 'saved and closed' file in the listed directory.  

I have tried installing Office 2013 and 2016 in the same computer to have them run concurrently.  And 2016 over-rights the 2013 install.  

I am open to using multiple computers, external services ( to a point ). 

Looking for help as this is getting very costly and even more frustrating.
